The Bedford Regional Water Authority (“Authority”) has executed an amendment to the Phase 1 Design-Build contract with Black & Veatch for the Smith Mountain Lake Water Treatment Plant project. The original Phase 1 contract included services to design up to 60% of the project. The amendment that was just executed enables the Design-Build team to complete 100% of the design in Phase 1.
During the initial Phase 1 period, the Authority and Design-Build team determined that a more detailed design was needed in order for local contractors to accurately bid and price the construction of the project in Phase 2. Based on this need, the Authority amended the contract to allow the design to be completed in Phase 1.
The new Phase 1 completion date is set for May 1, 2015; after the design is finalized, Phase 2 will then begin the construction of the project. The Authority will be able to either hire the current Design-Build team to continue into Phase 2 or they can hire another company to complete the construction.
